The Situation/Proposal

BREAKING NEWS: A necrotic infection has broken on the North end of Salt Lake Valley. The undead are “moving slowly but effectively” toward the center of the city. The outbreak has caused the northern residents to enter a state of panic, and there have been several reports of looting and violence among the living. Some 40% of the population of North Salt Lake has succumbed to infection and another 20% are reporting injuries.

Two of the four fire stations in the Salt Lake area are no longer functioning and there is a large fire just south of the northernmost non-functioning station. The northern hospital was also overrun. Because of the large number of patients, and several having come back as zombies, the upper floors have been quarantined. Sewage systems have ceased function, and electricity is out in the North, with reports of malfunctions in the East and West as well.
We are prepared to assume that you do not already have a standing zombie plan and that these events are met with shock or skepticism. However, we assure you that we have carefully considered many possible outcomes and that the information provided here on this sight has been thoroughly researched and presented with your survival in mind.
HOSTILE FORCES
The purpose of this part of your zombie plan is to prepare you for the most immediate threats: first of all, how to identify and defend yourself against zombies. Below is a graphic detailing certain characteristics unique to the undead:

The reanimated dead are the #1 concern for safety as we assess the most immediate dangers. They appear to be immune to pain and even after dismemberment or removal of a limb (or limbs) they continue their approach with extreme aggression. Only a gunshot or other heavy trauma to the head will detain them permanently. Though easily identified, they pose such a threat for their tendency to travel in large numbers (known as hordes) and attack/swarm as a massive wave.
Another danger that threatens the security of your institution is that of looters. Especially with the hospital over-occupied and more attacks and injuries being reported, people will start getting desperate and begin looking to places like the South Main Clinic for supplies and medicine. In another section of the plan we have detailed how you can set up defenses to best protect yourself against zombies and looters.
One of the dangers presented by looters is the difficulty with identifying them. We are expecting many innocent and desperate people to approach the South Main Clinic seeking medical assistance, but in the probably panic it may be difficult to determine their intentions. Additionally, those who arrive innocently may potentially become violent as their needs are not met to their satisfaction.
While it is highly recommended to avoid engagement with either party as often as possible, we recognize that occasions will arise when it will be helpful to know how to deal with zombies and protect yourself from looters. In the “Execution” portion of the plan, you will be instructed in how to raise defenses so your institution can remain protected, and in the “Sustainment” section, several helpful descriptions of weapon-choice and an instructional video will guide you to the best zombie defense.
FRIENDLY FORCES
We have coordinated with the nearby Meadowbrook Campus of the Salt Lake Community College. They have agreed to host any and all displaced by the outbreak, and in the "Mission" and "Execution" portions of the plans we have included the details of your routes and fortifications to ensure your survival.
There has also been some coordination with another response team working with the Utah Food Bank so that you have access consistent supplies and support from around the valley. Again, more details to follow.
