Intro:

The intent of this section is to showcase the orders of operations for those who are working at or wish to help South Main Health Clinic. In order to increase the likelihood of success for our mission, the following instructions need to be executed within a timely manner.

The mission execution plan (MEP) is the governing document that establishes the means to monitor, control and execute the mission. The plan serves as the main communication vehicle to ensure that everyone is aware of the mission objectives and their execution. Project objectives are derived from the needs of the mission section of the site.

Time Line: During the outbreak time will be critical. The fortification on the South Main Health Clinic will be our main priority, followed by the gathering of supplies and finally the preparation of gear for transportation to Salt Lake Community College: Meadowbrook campus

Fortification: When it comes to fortification of any building, “don’t make the mistake of narrowly focusing on combat with zombies. Throughout the fortification process ask yourself these questions early and often: Can I break down this barricade? Can I climb over this obstacle? Can I breach this structure? Can my defenses be stronger?” (Mogk)

The South Main Health Clinic will become a temporary stronghold during the first stage of the necrotic outbreak. The building’s main front windows will need to be barricaded with tables and any other available furniture. If it is possible to use employee’s vehicles, then use those as barricades first. On the chance that there are no employee vehicles available, then use the vehicles from the lot across the street to block the main windows and doors. The same needs to be done with all the windows in the building. Again, use tables and any other heavy equipment that is available.

Salt Lake Community College: Meadowbrook campus consists of three large buildings that are set up in a horse shoe pattern with a gated center are. Just like at the clinic, all windows and doors need to be barricaded with whatever is on hand.

Vehicles need to be used as barricades for the outer perimeter of the compound. The infected will be advancing south, so use these vehicles on outer perimeter to funnel the infected to the east and west along the railways that flank the Meadowbrook campus.

Strong fortification of the Meadowbrook campus will be very slow and tedious work, and should be delegated to those that choose to help the clinic.

Types of Fortification: The two major fortifications we will use during the outbreak are “hasty” and “deliberate.” These two fortification methods are used by the United States military in accordance with the war department field manual FM 5-15. We will be taking aspects of this doctrine and adapting it to fit this plan.

Hasty Fortification- Hasty fortifications are temporary at best. This type of fortification is not intended to restrict the enemy for a prolonged period of time. Hasty fortifications are used to slow the advancement of the enemy, allowing the personnel inside to take defensive actions or retreat to a safer location. An example of this is the stacking of desks and chairs to block a door or window.

Deliberate Fortifications- Deliberate fortifications are “those constructed out of contact with the enemy, or developed gradually from hasty fortifications (Department)”. Deliberate fornications will be used as a more permanent structure that should provide a strong defensive advantage. Any large, heavy object can be used; an example would be using cars or heavy furniture to create a wall. Metal spikes and other impaling or sharp tools can be used to restrain or even deter any attackers. Chains or belts can also be used to hold doors securely shut. The only downside to using a deliberate fortification is its heavy planning and time requirements.

Transportation: Transportation will be a key component to the success of this plan. During the outbreak, the streets will be chaotic; people will be trying to flee the infected area. There is a high likelihood that roads will be crowded with debris and abandoned cars. The planned route may need some clearing in order to transport supplies from the clinic to the Meadowbrook campus.

The Meadowbrook includes student truck driver training, which means there are numerous heavy trucks and semis. These semis are powerful and can be used to transport copious amounts of gear or equipment. However, there are multiple risks associated with using these trucks. They require a driver that knows how to operate them, as they are very hard to maneuver around tight spaces and are prone to getting stuck. Semis are also famously loud, and quite large, and therefore a very clear indicator for the enemy to track. Therefore, these should only be used when absolutely necessary and only once the route is cleared.

Trucks and SUV’s will be your main form of transportation during the outbreak. These vehicles can be loaded with gear and personnel, and conveniently do not require a specially trained driver to operate them. Make sure to use vehicles that are 4X4 capable, as this will allow you to traverse over obstacles and if necessary, take an alternate route in an emergency.

Route: The planned route that will be used is show in diagram B. The South Main Health Clinic is just over half a mile from the Meadowbrook Campus. Starting from South Main Health Clinic, head south on Main St. towards 3900 S, then turn right on to 3900 S and head west for 23 ft. past the railroad tracks, then turn right onto 300 W ST Access Road, the Meadowbrook campus will be on the right.
